अचि श्नुधातुभ्रुवां य्वोरियङुवङौ
लघुसिद्धान्तकौमुदी 198 · प्रकरण 5, which opens at अर्थवदधातुरप्रत्ययः प्रातिपदिकम् · rule 84 of 100 in it
before a vowel, the इ/उ of श्नु-stems, of ई/ऊ-final roots and of भ्रू become इयङ् and उवङ्
Before a vowel affix, a final इ or ई becomes इयङ् (इय्) and a final उ or ऊ becomes उवङ् (उव्), for three things: a stem ending in the affix श्नु, a root (धातु) ending in ई or ऊ, and भ्रू, 'brow'. So भू, 'earth' and inside a building 'floor', a monosyllabic root in ऊ, gives भुवः in the nominative plural — भू + अस् → भुव् + अस्. The rule is why भू declines भूः, भुवौ, भुवः and does not lose its vowel before the ending; it keeps a monosyllable's final इ/उ standing as a full syllable.
