After a सर्वनाम — a pronoun — that ends in अ, the nominative-plural ending जस् (that is अस्) is replaced by शी, which is ई. Being a multi-lettered substitute (अनेकाल्), it replaces the whole ending, not just its last sound. So सर्व → सर्वे, and likewise ते, ये, के: where an ordinary अ-stem gives रामाः “the Rāmas,” a pronoun gives -ए. The pronoun (sarvanāman) declension carries this step, and the block reaches it through ये and के (1.56).
