स् drops after र् at the end of a word

A स् is elided after a र् when the cluster stands at the end of a word. In the ṛ-stem genitive and ablative singular, भर्तृ + ङस् becomes भर्त् + उर् + स्, and this rule drops the स् after र्, leaving भर्तुर् (then भर्तुः at the pause). So the visarga of भर्तुः is the र् of उर्, not a buried स्.
